I have called my utility company for out side connections and they says every thing is fine. I have called in electrician and he says every thing is fine with my wiring. When you called the electrician to check your house wiring, what wiring did he check?
This is only a guess, but I am suspicious the problem might be where the street wiring meets your house wiring. This is usually in a connector box and there are fuses as well for most countries. Are you sure the electricity goes off completely and not just the voltage drops below a useable level a "brown out"? My instinct would be to call the electrician back for the house wiring and have them check all the connections from the street wiring to where the wires leave the fuse box for the rest of your house. Do not do this yourself as it is too dangerous, it needs to be a qualified electrician.
The electrician really needs to check out all your house wiring properly. It does not sound like they checked as thoroughly as they should. I am also concerned that perhaps you have something on a timer, or a security light, or a thermostat, like heating, or the refrigerator.
All these things if going faulty, can cause mysterious problems like yours. If all else fails, your electrician should be able to hire recording power meter s that will just plug in and constantly record the voltage and power.
